Event Description

Dr. Espey will give the presentation of the water right system in Texas and the permitting process of the Texas Commission on Environmental Quality. The presentation will also include a detailed description of the water rights in the lower Trinity and San Jacinto River Basins and the impact of those water rights on existing and future growth. Finally, Dr. Espey will discuss the current permitting activities of the City of Houston and the related SB3 environmental flows discussions.

This luncheon meeting will also include the election of new 2010 Executive and Standing Committee members. The proposed slate of officers and chairs includes:

Please make a note of reduced registration fees for members, non-members and government employees/students who register before February 15th, 2010. Registration fees will increase by $5.00 after that date and for walk-in registrations.

We encourage everyone to register before the pre-registration deadline to avail reduced registration fees. Pre-registration will also help us notify food service of the number of meals to prepare.

Biography

The featured speaker of our first 2010 luncheon meeting is Dr. William (Bill) Espey, Jr., P.E., Ph.D., D.WRE. Dr. Espey is president of Espey Consultants, Inc. with offices in Austin (corporate), Dallas, Houston, Amarillo, New Braunfels, and Laredo. Dr. Espey has specialized in water supply, water rights, water availability modeling, water quality analysis and modeling, wastewater permitting, instream flow analysis, environmental flow analysis, and bay and estuary evaluations. His pioneering work in urban hydrology is documented in a number of text books, design manuals and various professional publications and has been utilized in various parts of the country (City of Austin, TVA, State of Pennsylvania, and Denver Urban Drainage and Flood Control District) in terms of design and floodplain delineation.
