February 2010 Luncheon Announcement!

- Keynote Speaker: Dr. William (Bill) Espey, Jr. 

The Southeast Chapter of Texas AWWA invites you to its first 2010 luncheon meeting on February 18th at HESS from 11:00 am to 1:00 pm.  William (Bill) Espey, Jr., P.E., Ph.D., D.WRE, will give the presentation of the water right system in Texas and the permitting process of the Texas Commission on Environmental Quality.  The presentation will also include a detailed description of the water rights in the lower Trinity and San Jacinto River Basins and the impact of those water rights on existing and future growth.  Finally, Dr. Espey will discuss the current permitting activities of the City of Houston and the related SB3 environmental flows discussions. Dr. Espey is president of Espey Consultants, Inc. with offices in Austin (corporate), Dallas, Houston, Amarillo, New Braunfels, and Laredo.
